The United States and Ukraine finalized a minerals deal on April 30, 2025 granting the United States access to Ukraine’s rare earth mineral resources. The agreement is a strategic move toward ceasefire negotiations with Russia. The deal will give U.S. firms access to new investment projects involving key resources, including aluminum, graphite, oil and natural gas. The deal is seen by Ukraine as key to brokering an end to the ongoing three-year war with Russia.
U.S. Treasury Secretary Scott Bessent said, “I am glad to announce the signing of today’s historic partnership agreement between the United States and Ukraine establishing the United States-Ukraine Reconstruction Investment Fund to help accelerate Ukraine’s economic recovery. Economic security is national security.”
Ukraine’s Minister of Economy, Yulia Svyrydenko said, “On behalf of the Government of Ukraine, I signed the Agreement on the Establishment of a United States-Ukraine Reconstruction Investment Fund. Together with the United States, we are creating the Fund that will attract global investment into our country.”
